Prior to 2014-15, the district's budget and LEA Plan (although aligned) were adopted independently. California then imposed a new requirement called the Local Control Accountability Plan (LCAP) which combines the district's budget with the educational plan. It included criteria for the plan with requirements for consultation with specific target audiences before adopting the plan and district budget concurrently. Following the initial adoption, a less-prescriptive review process is required for annual review and approval of the LEA Plan and Budget.
