English Language Proficiency Assessments for California (ELPAC)

The English Language Proficiency Assessments for California (ELPAC) tests for English language proficiency for students whose primary language is a language other than English. All new students who indicate on their Home Language Survey that a language other than English is spoken in the home are required to take the Initial ELPAC for initial identification of English language proficiency. This is followed by an annual Summative ELPAC which measures how well English learner (EL) students are progressing with English language proficiency development in the four domains of Listening, Speaking, Reading, and Writing. Eligible students with significant cognitive disabilities and whose individualized education program (IEP) team has designated the use of an alternate assessment on statewide summative assessments will first take the Initial Alternate ELPAC, followed annually by the Summative Alternate ELPAC to assess student progress.
